Recovery begins simultaneously in the response phase of a disaster. Recovery is no longer thought of as an activity that occurs once the response phase is over. The simultaneous effort of response and recovery requires the need for coordination, information sharing, resource prioritization and joint planning are critical to successful recovery operations.
The Office of Disaster Management for the City of Boulder and Boulder County manages recovery beginning with mass care services, impact assessment and emergency debris management. Once the response phase is declared over the EOC continues to manage the transition to the longer-term recovery structure.
