Tree branch in a parking lot or on private property (no) – Tree branch on a power line causing sparking (yes)
Some debris in the road (no) – Debris causing a road to be impassible (yes)
Debris blowing around (no) – Debris hit a person causing a significant injury needing emergency medical services (yes)
